The Transport Research Centre is regularly involved in the preparation of the GCP Index, which is developed annually for Generali Czech Insurance Company and evaluates the severity of road accidents in cities. The 2025 results confirm that significant differences in road safety levels between cities persist.
Liberec ranked as the safest regional city, improving by three positions year-on-year. At the opposite end of the ranking are České Budějovice. Other top-performing cities include Olomouc and Pardubice, while less favourable long-term results can be observed in cities such as Brno and Plzeň.
A positive trend is the 3% decrease in the number of road accidents in regional cities, along with an 18% reduction in fatalities and a slight decrease in serious injuries. Despite this improvement, differences between individual cities remain considerable.
The data also highlight that vulnerable road users – pedestrians, cyclists, and motorcyclists – remain the most at risk. They account for up to 75% of fatalities in regional cities and more than three quarters of serious injuries.
The GCP Index evaluates road safety not only in 13 regional cities but also in 206 municipalities with extended powers, providing a comprehensive overview of urban road safety in the Czech Republic.
