Whistleblower protection

At the Transport Research Center, we promote an open culture and mutual trust. That is why we have introduced a whistleblower protection program, which includes an ethics hotline through which our employees and external partners can safely and anonymously report suspected violations of legal regulations or internal rules and track the status of their reports.

CDV Internal Reporting System A Safe Space for Fair Cooperation

The Transport Research Center (CDV) prides itself on openness, fairness, and compliance with the law. Therefore, in accordance with Act No. 171/2023 Coll., on the protection of whistleblowers, we have established an internal reporting system.

This system allows anyone who works for CDV, cooperates with CDV, or has performed activities for CDV in the past (e.g., as an employee, job applicant, intern, trainee, volunteer, contractor, or member of a legal entity) to safely report possible illegal activities. Our goal is for everyone to feel protected and confident that their report will be investigated impartially and thoroughly.

Who can file a report

Any natural person who has learned of possible illegal activity in connection with their work or cooperation with CDV can file a report. This includes, for example:

  • CDV employees,

  • job applicants,

  • interns, trainees, and volunteers,

  • self-employed persons providing services to CDV,

  • employees of suppliers and subcontractors,

  • members of legal entities.

What can be reported

  • criminal offenses,

  • misdemeanors with a maximum fine of at least CZK 100,000,

  • violations of the Whistleblower Protection Act,

  • violations of other legal regulations or EU regulations in areas such as:

    • protection of life and health,

    • safety and public order,

    • personal data protection,

    • economic competition and public procurement,

    • environmental protection, and others.

How to submit a report

What information must a report contain in order to be valid and protected by law? It should include

  • the whistleblower's identification – first name, last name, and date of birth or other information enabling unambiguous identification, contact details (email, telephone),

  • a description of the unlawful conduct – what happened or is supposed to happen, when and where the conduct took place, who is supposed to have committed it (if known),

  • reasonable belief in the truthfulness of the report – the reporter must have sufficient reason to believe that the facts stated are true,

  • supporting documents or evidence – if available (e.g., documents, emails, photographs, witness statements).

The Whistleblower Protection Act does not apply to anonymous reports.

Your report is received and investigated by a designated internal person.

Whistleblower protection

  • If you act in good faith, you are protected by law – you must not be subjected to any retaliatory measures.

  • The identity of the whistleblower is always strictly protected and will remain confidential. It will not be disclosed to any unauthorized person without their consent.

  • Knowingly false reports may be subject to sanctions.

  • The whistleblower protection law does not apply to anonymous reports.

BDO Czech Republic provides independent and professional assessment of reports and offers methodological and advisory support.

Why is it important to be able to report safely? The ability to safely report illegal activity helps create an environment where everyone feels respected and protected and where the principles of fair and transparent conduct are consistently upheld.
