ISO certificates and integrated management system

The Transport Research Centre, v.v.i. has implemented and certified a quality management system (QMS) in accordance with the ČSN EN ISO 9001:2016 standard, together with the ability to ensure the quality of research and diagnostic work carried out in the road quality system of the Ministry of Transport of the Czech Republic in accordance with the methodological guidelines of the Ministry of Transport of the Czech Republic, road transport sector.

Furthermore, it has an established and certified environmental management system (EMS) in accordance with the ČSN EN ISO 14001:2016 standard.

In 2022, another management system was introduced, namely an energy management system (EnMS) in accordance with the ČSN EN ISO 50001:2018 standard. Management systems are implemented for research, development, and technical activities for the development and optimization of the transport system as a whole, as well as individual modes of transport, including transport routes, and further for research and diagnostic work.

Compliance with all implemented standards ensures the optimal functioning of the integrated management system.

Integrated Management System Policy

The CDV management has announced an Integrated Management System Policy that corresponds to the overall strategy of the institution and the scope and functional focus of the institution as a whole.

The CDV policy is based on the main, additional, and other activities specified in the founding charter and respects the CDV's mission, which is to carry out research and development activities in specific areas of transport, provide professionally independent expert and service support to ministries (especially transport, interior, and environment), regional, municipal, and local government and self-government bodies for their strategic and tactical decision-making, and to be a support and tool for technology transfer to commercial entities with the aim of strengthening their competitiveness on a domestic and European scale. Furthermore, to represent the transport sector in international organizations and to be active in the field of education.

The aim is to build a leading European scientific research institute that, in cooperation with other entities, comprehensively meets the needs of the Ministry of Transport and the transport system in the Czech Republic, fully integrated into the European Research Area.

In the field of research and development, not only at the national level, the CDV will focus on the following thematic priorities:

  • Reducing accidents;

  • Intelligent transport management;

  • Transport planning;

  • High-quality transport infrastructure;

  • Reducing the burden on the environment;

  • Autonomous driving.

The CDV protects the environment not only by preventing pollution (waste production, wastewater, energy consumption), but also indirectly influences environmental aspects resulting from the focus of projects, such as fuel consumption and air emissions from transport, waste production from transport infrastructure reconstruction, autonomous driving, electromobility, transport modeling, combustion engine emissions, and transport sustainability.

Maximum effort will continue to be devoted to participation in international research programs. In the coming period, the CDV's activities will continue to be linked to membership in many prestigious international associations, such as ECTRI, FERSI, FEHRL, POLIS, ICTCT, THE PEP, ETSC, and international bodies such as JTRC OECD, IRTAD, CEN, PIARC, and others.

The CDV will also build on a number of bilateral agreements on international cooperation that have already been concluded, e.g., with TRL (Great Britain), T2 (USA), TOI (Norway), RIOH (China), VÚD (Slovakia), and BASt (Germany).

A permanent task is the systematic care of human resources, i.e., the preparation of top experts through continuous improvement of qualifications using all available forms (doctoral studies, foreign internships at renowned research institutions, etc.). CDV has been the holder of the HR Award since 2021.

In order to fulfill the above-mentioned visions and strategic goals of the organization, the CDV management will continuously improve the integrated management system in accordance with the ČSN EN ISO 9001 "Quality Management Systems" standard, ČSN EN ISO 14001 "Environmental Management Systems" standard, ČSN EN ISO 50001 "Energy Management Systems" and IEC 27001 "Information Security Management". The LCDV laboratory is accredited according to ČSN EN ISO/IEC 17025.

Within the integrated management system, CDV management considers all supplier-customer organizations to be valued customers, with the primary focus being on meeting their requirements, increasing their satisfaction, and reducing environmental impacts. When purchasing products, equipment, and services, their energy intensity is consistently taken into account. At the same time, proposals to reduce energy intensity in repairs and renovations of CDV buildings are supported.

To this end, CDV management ensures the management of integrated management system processes so that continuous monitoring of their effectiveness, fulfillment of binding obligations (legal and other requirements), including monitoring customer satisfaction, provides meaningful data for analysis, which is used to implement measures to ensure continuous improvement in process efficiency, increase environmental performance and quality, and reduce the energy consumption of CDV products and services.

When making fundamental decisions, CDV management considers relevant risks, both internal and external, and opportunities. When planning a project (e.g., tender, participation in various calls for proposals, selection procedures, etc.), aspects that may affect the risks not only of CDV but also of relevant stakeholders are also identified and evaluated.

The CDV Policy is implemented, among other things, through the regular annual setting and evaluation of measurable targets at the level of the institution and individual divisions and departments.
