Interreg Europe INCLUDES project to promote inclusive transport in regional policies

As a partner in the Interreg Europe INCLUDES project, CDV actively participates in the exchange of knowledge and experience with experts and stakeholders from five different European regions with the aim of promoting inclusive transport in regional policy-making.

Participation in this joint initiative provides CDV with valuable insights and a broader perspective on successful practices that promote inclusive and sustainable mobility. The knowledge gained from project activities will not only help improve targeted policy instruments, but also strengthen CDV's professional capacity to apply the principles of equality and inclusion in real-world transport planning.

Project presentation

Transport systems and infrastructure should be accessible to everyone, regardless of their physical, sensory, or cognitive abilities. The needs of vulnerable participants, such as older people, people with physical or sensory disabilities, pregnant women, or children, are still not sufficiently taken into account in transport. Policies in European countries need to be improved to make transport systems and infrastructure fair, affordable, and accessible to all. The INCLUDES project brings together seven partners from six European countries with the common goal of improving the implementation of public policies that support the transition of regions to low-carbon, sustainable, and inclusive transport. The project will strengthen the capacity of public authorities to design more inclusive mobility policies through the open exchange of experiences and the sharing of practical examples of fair and inclusive transport planning.

Local, regional, and national policies are crucial for planning, investing, procuring, and regulating transport and mobility. To ensure fairness and inclusion in these policies, the INCLUDES project focuses on three main objectives:

  1. Assessing the current state of inclusion in transport and mobility planning and policies in partner regions.

  2. Exploring the identified thematic areas through the exchange of experiences and best practices.

  3. Improving policies based on identified needs and knowledge gained from regional and interregional learning processes.

Application of a thematic approach to policy improvement

The project applies a thematic approach with five key themes: three thematic aspects (physical, digital, and financial accessibility) and two methodological aspects (data as a management tool and participatory methods). In addition, a policy evaluation framework has been developed to assist in the policy improvement process, drawing on knowledge of barriers, success factors, and conditions affecting inclusive transport planning.

Cooperation and mutual learning as key project activities

The project aims to strengthen both individual and organizational capacities, thereby contributing to the improvement of policies towards a more inclusive, equitable, and low-carbon mobility system. Interregional meetings and the involvement of local stakeholders play a key role in this learning process, providing valuable insights into the specific conditions in each region and promoting the exchange of experiences. Policies developed together with vulnerable users – with them and for them – will better reflect their real needs. Stakeholders, including organizations representing these users, are involved from the very beginning of the process to help contextualize the issues and adapt the lessons learned to specific conditions.

Ongoing reviews and analyses of best practices also influence policy development. Proposed improvements are then evaluated through peer review, which contributes to their quality and practical applicability.
