The KAPOOO project (Regional Action Plan for Air Protection) focused on improving air quality in the Moravian-Silesian Region through the identification of major pollution sources and the design of economically effective emission reduction measures. The project addressed the region’s long-term air quality challenges and provided expert support for strategic air quality management at the regional level. The main objective was to identify and propose the most effective measures for reducing emissions while ensuring efficient use of public resources. The proposed measures were based on comprehensive analyses of historical air quality data, targeted monitoring campaigns and detailed assessments of pollution sources and their impacts on public health.
During the project, extensive analyses of long-term air quality measurements were carried out, complemented by targeted monitoring using both reference and sensor-based methods. The project also evaluated previously implemented and proposed emission reduction measures. Particular attention was paid to benzo[a]pyrene and other priority pollutants, including the identification of their sources. The project was implemented by a consortium of expert institutions led by the Moravian-Silesian Region. Key partners included the Czech Hydrometeorological Institute, the National Institute of Public Health, the Transport Research Centre and EKOTOXA. The cities of Ostrava, Opava and Kopřivnice also actively supported the project.
The main output of the project was the Air Quality Improvement Action Plan for the Moravian-Silesian Region. The document contains prioritised measures based on their expected emission reduction potential and economic efficiency. It provides a strategic framework for future regional decision-making, including the design of subsidy schemes and environmental policies. The project contributes to improved public health protection, more effective air quality management and the sustainable development of the region.
