VIZE NULA is a long-term vision of safe road traffic in which no one dies or suffers serious injuries in a traffic accident. The Transport Research Center was involved in its introduction in the Czech Republic and participates in the creation of national and regional road safety strategies, from the initial concepts to the current BESIP Strategy 2021–2030 and the goals for 2050.
CDV was the organization that "brought" the so-called Swedish Vision Zero to the Czech Republic. Sweden's ambitious plan from 1997 (note: first presented in 1995) to achieve "zero fatalities and zero serious injuries in road traffic accidents" is mentioned, among other things, in the 2001 White Paper of the European Commission: "European transport policy for 2010: time to decide".
Given that the Czech Republic joined the European Union on May 1, 2004, it was necessary to adopt a plan to reduce the consequences of traffic accidents. The White Paper was the basis for a number of national strategic documents, including the National Road Safety Strategy 2004–2010, which was authored by the CDV. Among other things, the document states
A functional transport system must provide high-quality and affordable transport without the negative effects that currently exist. That is why initiatives such as "VIZE NULA" are beginning to be promoted abroad (Sweden in 1997), which represents a transport system without fatalities or serious injuries. Although this seems rather utopian at the moment, and even developed countries are still quite far from achieving this goal, it may be realistic to achieve it within a certain time frame. The immediate objective of the presented material is to reverse the negative trend and initiate a society-wide change in the approach to road safety issues.
This initiative was also confirmed in September 2008 in the Revision and Update of the National Road Safety Strategy for 2008-2010.
The CDV played a significant role in the introduction of the driver points system in the Czech Republic (note: from July 1, 2006). It was an expert partner in its revisions and regularly evaluates data from the system.
Since 2007, the CDV has been developing the Road Safety Observatory, where it regularly publishes findings from research and development on accident rates in the Czech Republic and the European Union. Among other things, the following have been implemented.
During this period, the CDV contributed significantly to the adoption and transposition of Directive 2008/96/ES of the European Parliament and of the Council on road infrastructure safety management. The CDV created all the methodological guidelines for the implementation of this directive, which are available at audit-bezpecnosti.cz.
VIZE NULA also formed the basis for the National Road Safety Strategy 2011-2020, which is the guiding vision for its revision for the period 2017-2020.
The most significant strategic vision, which is accepted by most European countries and has also been adopted as the official approach in the US, is VIZE NULA, which considers it unacceptable for anyone to be killed or seriously injured in road traffic. Therefore, every road traffic accident resulting in death or serious injury must be considered an extraordinary event and responded to appropriately. VIZE NULA represents a change in the understanding of responsibility. It is not only the responsibility of the road user who caused the accident, but also the shared responsibility of those involved in creating the parameters of the transport system – transport system designers, road administrators, car manufacturers, service providers for motorists, police, emergency services, politicians, legislators, administrative and judicial authorities, as well as other entities that influence behavior in the traffic environment through their activities, such as the media, teachers, parents, etc.
Since 2011, CDV has been developing ln-depth Anal\sis of Traffic Accidents (HADN), which is a modern tool used to gain detailed knowledge of the mechanism of an accident, its entire course, and its consequences. Detailed analysis of data obtained during traffic accident investigations is conducted independently of accident data collected by the Czech Police and their statistical outputs. The essence of HADN's activities is to investigate the causes of traffic accidents and their prevention, not to determine penalties or the person responsible for the accident. HADN thus provides a new perspective on the causes of accidents and can serve as a very important supplement to police statistics, which assess the causes of accidents solely on the basis of a legal assessment of their culpability. Data from HADN provides a comprehensive view of all factors related to a specific accident. It also serves to identify and subsequently analyze the characteristics leading to its occurrence, influencing its course and consequences. The analysis focuses on research in terms of transport infrastructure, automotive technology, and the psychological and health status of participants.
The CDV has transposed the VISION ZERO initiative from national strategic documents into regional and local strategies, such as the Road Safety Strategy of the Zlín Region for 2012-2020 and
the Road Safety Strategy of the City of Otrokovice for 2018-2025.

VIZE NULA is also confirmed in the latest strategic document, , BESIP Strategy 2021-2030, which builds on the above-mentioned materials.
The basic philosophy of the Strategy is a clear confirmation of VIZE NULA, which the Czech Republic wants to significantly approach in the coming decade. VIZE NULA considers it unacceptable for anyone to be killed or seriously injured in road traffic. To achieve this vision, it is necessary to create a safe system that includes road users, vehicles, and transport infrastructure.
The objectives set out in this Strategy are in line with the EU Road Safety Policy Framework 2021-2030 Next Steps Towards VIZE NULA, the Valletta Declaration, and the Stockholm Declaration. These objectives are to halve the number of people killed and seriously injured in road traffic between 2020 and 2030.

The fundamental goal of VIZE NULA is that by 2050 at the latest, no one will be killed or seriously injured on the roads. The original intention from Sweden in 1997 was that this should happen by 2020, but this was realistically postponed by three decades to 2050. The tools for achieving this common goal are defined in the Strategies for each decade.
